for administering advancement in all Boy Scouts of America programs:

The GSC Advancement Operating Procedure documents decisions

about issues and concerns which are delegated to the Council by

the National Advancement Team.  Appendices provide additional

details necessary for adult scouters and staff to support the achievement of

advancement goals by youth members.
